#1 University of Colorado at Boulder
We've heard some people complain that it's the altitude that accentuates the effects of the alcohol. We think it's the alcohol that accentuates the effect of the alcohol. Established in 1876, Boulder has worked long and hard to earn its reputation and keeps on doing so today. In the latest incident, two students were arrested for throwing beer bottles at the campus police, not what we would call a particularly bright move.

Bard College
Bard is he school where Fain and Becker (Steely Dan) met. You can imagine the rest. Students come to Bard looking for a liberal arts college with a creative body of creative thinkers. Yeah. Creative. We get it. --Congratulations, Bard, for making the list.

University of California - Santa Cruz
Okay. Look. Any school crazy enough to have a banana slug as its mascot probably has some chemical dependency issues. According to the Princeton Review, that's exactly the case. Check out this aerial image and look closely for the student union. Never mind. We can't see it from under the smoke.

Warren Wilson College
Located in the beautiful state of North Carolina, the school is near the top of the Princeton Reviews "reefer madness" list and it appears to be well deserved. Students are involved in a "triad program" where they spend as much time in work and service as they do the classroom.

Eckerd College
Eckerd College adds another Florida school to the list. It's a small school with a big reputation for the booze. Lots of kids go their to study marine biology. And many more go their to study bar-ology.

New College of Florida
New College of Florida is one of those "independent" schools that pretty much let students do what they want. --You know what that means. Anyway, it's a small and unconventional school with unconventional students who have unconventional habits. --And that's what has helped land it on our list.

University of California, Santa Barbara
Confession. We happen to have some first hand experience about this venue. On one recently Saturday morning, at about 9.00a, we were looking for a nice place for a cup of coffee near campus. The broken glass and debris on the road didn't really faze us. What was most impressive were people ordering beers and mixed drinks at that hour. --Brothers and Sisters, now that's setting a pace.

University of Central Florida
It's in Orlando. Okay? The happiest place on earth, right? Wonder how high UCF is on the list? In 2006, High Times magazine ranked UCF one of the top five counterculture colleges in the nation. That's how high.

University of Tennessee, Knoxville
This is the dark horse on the list. --Ever been to Knoxville? We have. Let's just say that, if you can't hang out in Nashville or Memphis, Knoxville is an excellent fourth or fifth choice. Fortunately for the students, there are frequent keggers that alleviate the stress and boredom.

University of Georgia
No doubt about it, Georgia is a great school, considered one of the "public ivies." And, no doubt, it also excels in the party skills. About 25% of undergraduates belong to a fraternity or sorority, so ... they have the means, motive and opportunity to practice their party skills.

University of Wisconsin
Madison is actively trying to disassociate itself from it's party tradition. --But it's having a hard time. We aren't just talking about house parties here. We're talking about parties that stretch over miles and miles. For example, the annual Mifflin Street Block Party and the State Street Halloween Party. The Mifflin Street Block Party has been in business for more than 30 years as a counterculture event. Now, both events are attended by tens of thousands of partiers.

University of Texas at Austin
UT? No doubt. Hook 'em horns. Every thing's bigger in Texas, especially the parties. In fact, Austin's party scene turned pro a few years ago when the SXSW festival opened. If the heat and humidity get you down, there's always a too, cool one not too far away.

They really do know how to party in Canada, eh? We might think of them as mild-manned folks, but the cold and darkness tends to focus the mind onto the beer and the brats. Congratulations, Western, on this new honor.

Founded in 1885, ASU has more than a century of practice putting together its hard party reputation. In a very recent development, nearly 500 applications have been submitted by those hoping to operate one -- or more -- of the 126 legal marijuana dispensaries that will be allowed to open later this year near campus. --Dude. What? Dude.

Penn State has had its share of ... notoriety lately. That hasn't damped the spirits of the students. Penn State has been at the top of the list several times and, with a little bit of hard work, maybe it will rise again.
